Healthcare policy is primarily a responsibility of the Member States. However, the news shows daily that there is a need for European coordination to tackle major challenges in healthcare. European Institutions' activities complement national ones in a number of areas:


 The emergence of pandemics (avian and swine flu and catarrhal fever)

               are risks for both human and animal health which are not contained by


     
          the borders of individual Member States.

 The free movement of Europeans calls for the implementation of healthcare

               procedures: Patient mobility and safety, access to medication.


 Prevention of “high risk” lifestyles: Tobacco, alcohol, obesity, etc.

Research coordination.

 The activities of the European Union in the healthcare field are far from
